ASLPP - Association for the preservation of housing

The Association for the Safeguarding of Housing of Precarious Persons (ASLPP) was created at the beginning of the summer of 2020 with a view to providing support, mainly in the form of advice, but also in the form of social accompaniment and mediation with landlords.

One of the fundamental roles of the ASLPP is to initiate a mediation process with the landlords and to allow for a relaxation of the conflictual relations between the latter and the occupants, in order to secure in the short and medium term the situation of their housing.

1. ACTIONS AND PURPOSE OF THE ASSOCIATION

Most of the association’s beneficiaries are in a precarious subletting situation and risk being confronted with forms of abuse by the sub-lessors of their accommodation. An essential role of the association is therefore to explain, and even remind sub-lessors, of the essential and mandatory rules regarding the termination of a lease contract and the respect of evacuation procedures. It is essentially a matter of avoiding the exercise of proper justice or an evacuation by force, without calling on the state authorities. In addition to this individual follow-up of people in precarious situations, the ASLPP aims to support the victims of slum landlords. It carries out information work in different communities whose members could be victims of this form of exploitation.

  • To avoid evictions of people in precarious housing situations;
  • Informing landlords of their obligations towards the people occupying the housing and the sub-tenants of their rights;
  • To improve the housing situation of people in precarious situations;
  • To inform and raise awareness among the target public about the problem of slum landlords;
  • Reinforce interventions in the field during evacuation risks by setting up intervention groups with the support of the militant network;
  • Strengthen the partnership with ASLOCA, the Caravane de solidarité and the Collectif de soutien aux sans-papiers in the social follow-up of the beneficiaries in order to stabilize their situation;
  • To set up information sessions with the support of partner associations;

2. TARGET GROUP 

The association is particularly aimed at families with a migrant background whose socio-professional situation has been weakened due to the consequences of the Covid 19 pandemic.

Most of the people concerned have accumulated a certain delay in the payment of their rent. Overall, they have a very poor knowledge of the existing social support possibilities, as well as of the possibilities to exercise their fundamental rights.

3. ACTIVITIE

The activities / actions of the association are concentrated around two lines :

  • The permanences: Telephone permanence are assured by two coordinators every day of the week from 09h00 to 12h00. The coordinators make an initial assessment of the situation and agree on a face-to-face interview if necessary. This interview allows the coordinator to get to know the problem, to establish a relationship of trust and to define the steps to be taken.
  • Sensitization and information of the target group: On the one hand, this involves the intervention of the coordinators at information sessions and, on the other hand, ensuring the presence of the ASLPP at the different social centers during food distributions as well as at the Social Information Office (BIS). The intervention in the information sessions allows the target groups to know what their rights are, what steps to take to assert them, what support they can obtain…
