STEPS

Step 1 :
Discussion and planning with the architect. Definition of the objectives of the first phase.

Step 2 :
Submission and request for quotation for the construction of the wall and the drilling. Validation of the quotation and proposal from the company SOGECAM.

Step 3 :
February: Assemble a team on site and start drilling.

Step 4 :
Administrative management with the competent authorities. Environmental and social assessment by GMS.

1. OVERALL PROJET – CONSTRUCTION AND DRILLING

Together with the Sanoussi Karamokho DRAME Foundation, the Haas Foundation supports the construction of a school and sports complex in Sare Dramé, Senegal. 

It is a Development Program in the Education and Training Sector (PDEF). It is part of a contribution to the economic and social development of the region of Kolda in general and more specifically to the achievement of the development objectives of the education sector set by Senegal, particularly in the area of supply and deconcentration of the education system.

In order to improve access to and the quality of education in this region, the Foundation subsidizes the construction of educational and sports infrastructures in the different levels of pre-school, primary and secondary education.

2. OBJECTIVES

  • The creation of jobs during the construction and operation of the infrastructure;
  • The improvement of living conditions and the development of the population;
  • The revival of socio-economic activities: increase and sale of agro-pastoral, handicraft, cultural and sports products;
  • The improvement of women’s living conditions (development and marketing of agricultural products);
  • Improving the supply of education, access and quality of basic education;
  • The improvement of the sports infrastructure available in the region.

3. MAIN ENVIRONMENTAL AND SOCIAL ISSUES

The main issues identified in the project’s area of influence are :

  • Preservation of air quality and dust control;
  • Preservation of vegetation cover and small fauna;
  • Preservation of rainwater runoff;
  • Protection and safety of personnel and the population during the works;
  • Pollution of the surrounding environment by construction waste;
  • Dune sand extraction activities;
  • Risk of social conflicts

4. PHASE N°1 – WALL CONSTRUCTION AND DRILLING

The phase n°11 of the project consists solely of the drilling of a borehole on the plot of land and the creation of a 2.5 meter high fence wall over 2.4 kilometers to secure the land.

Phase n°1 also includes administrative procedures with the relevant departments to obtain a lease on behalf of the KSD Foundation.

Travelling from 5 to 16 July 2021 :

  • Meeting with the sub-prefect of Dioulacolon – Department of Kolda.
  • Meeting with the Deputy Mayor of Dioulacolon
  • Negotiation with the Secretary General of the Departmental Council of Kolda
  • Meeting with the Chief of the village, the workers, the women of the village of Sare Drame, the architect and the builder.
  • Discussion with the regional representative of the General Directorate of Taxes and Estates.
